My husband submitted his passport renewal application (we live in Australia) around a month ago. Since he needs to add spouse name to his new passport, we were told a simple marriage certificate will suffice. After multiple follow ups, we got to know the Consulate is asking for a registered marriage certificate.

We got married 4 years ago in UP (husband is from Maharashtra) and didnโ€™t register the marriage at that time as it took place under Muslim ritual (we have an Ministry of External Affairs attested copy of the nikahnama).

What is the best way to get this document? Husbandโ€™s passport is expiring this week so travel is out of question. And we requested the Consulate for an alternative document (like Joint Photo declaration) but theyโ€™ve been unreachable.

depending on the grooms native place or location of wedding

          respective municipality can be reached
and locate an agent who will get this done for you
          may ask for some money

Do you mean that we can get this document from Maharashtra instead? I mean irrespective of the wedding location?

Yes, you can. You just need proof (wedding card, couple photo) of marriage details like the date, which village/block/district it took place and name of wedding hall if any. I took help from one local lawyer for this. The local Municipal body/Village Panchayat does issue will issue this certificate and I had used this document as a proof for my Passport Renewal.

Everyone Iโ€™ve asked back home say we have to be physically present to do this. No agent is ready to do it even after offering money :/

Presence of only groom/husband would suffice. My wife was not present when they issued me a certificate. Signature of the bride and groom is required in this process.

You should be able still register your marriage at Indian consulate itself. Suggest having a look at the list if services offered by consulate online at their website. I just checked and it lists marriage certificate under the offered consular services.
