How to calculate circle rate in Delhi

  I want to know how can I calculate the circle rate of a DDA flat with area between 50 to 100 sqm and in category G area.
  
  I found the 2014 notification on Delhi govt’s revenue dept site but it is a little confusing.
  
  Can someone please guide me.
