What steps must be taken and where can one register a birth that occurred 23 years ago ?

I was born in Mumbai 25 years ago, shortly after which my parents moved back to Kerala without registering my birth. I am now planning to move abroad and require a birth certificate. My mother still possesses all the documents from the hospital. I am uncertain of the steps to take; is there an online method to obtain the certificate, or must I return to Mumbai?
