Can I apply for Car Learner Licence 1 month before I turn 18?

saw a few comments on r/hyderabad and r/pune saying that I can apply for LLR 1 month before I turn 18 and then give my test as soon as I turn 18. Can someone please confirm

Also I’m strictly talking about a Car Licence, I’m aware of the 50cc LLR being issued at age 16
