Want to understand income tax on retainer contract

My wife has an offer for a contract as a retainer for 6 months. The HR mentions there is no tax(it is below 12 lakh slab) but says there will be tds 10%. I am not sure is 10% is correct but assuming I file income tax I will get the refund. There is no gratuity, pf or insurance. How do I go about this.
