10L worth goods stuck in lorry – help

My friend owns a cloth business. He bought goods (wholesale clothes material) from Kolkata. All billed items. Lorry transport was booked from kolkata to chennai.
The lorry driver was creating many problems and delayed the journey – 20+ days – stating breakdown, tyre puncher and other many stories. The lorry owner said he doesn’t have money to give the driver for repairs. My friend, because the goods were needed, gpayed extra 7K to the driver. He finally reached chennai two days back, but he parked the lorry in a private parking yard and absconded.
Now the owner is not picking up the call. Driver is missing. The private parking people are not allowing to take the goods. Met the police , but they are again telling without owner consent we can’t access the lorry.
Owner is near Bangalore is what my friend knows. Any idea or suggestions to get the goods?
