I am a 3rd year student at one of the IIITs (Indian Institute of Information Technology). I have been studying on an NSP scholarship since 2nd year. As per the NSP annexure and in comparison with the amounts received by other eligible students, my expected scholarship amount was Rs. 3,46,000, which comprises the full tution fee of Rs. 3,05,000 and additional allowances of Rs. 41,000. However this year, I have only received only Rs. 41,030. Furthermore, it was only me out of all my eligible batchmates who had received this reduced scholarship amount.

To seek clarification, I had filed an RTI one week after receiving the scholarship amount. Until the response came, I periodically asked the administrative staff in charge of handling scholarships of my college about the reason, who kept on giving vague responses and kept telling me to come again after a few days.

The official RTI response came in a month later:
“The Institute has verified an amount of **Tuition Fee of Rs. 30.00** and Admission Fee of Rs. 0 and Misc. Fee of Rs. 41000 for the year 2024-25. As per NSP, Total of Rs. 41030 was paid treating Allowance of Rs. 41000 is admissible as Rs. 3000×12 equal to 36000, Books for Rs. 5000. The Misc fee for the Renewal application is maximum of Rs. 41000.00”

This meant that the college staff had incorrectly filed my scholarship application, which the person is refusing to admit to, even after being showed the RTI response. I have escalated the issue but despite that I am still being mislead and being told blatant lies such as “I have been in talks with them over phone”, “The director of the ministry is on holiday for 15 days”. When asked for any official communication over email with the ministry, they start diverting the conversation and act like the entire situation is not the fault of their negligence.
For over one and a half month no progress has been made, and by how things are going I am not hopeful. I am trying to escalate this issue to the director but I feel the staff workers are preventing me from doing that. The person knows that our semester will end soon and the matter will get buried if students go back during their summer break.

I want to know what steps I can take in this situation. Please help, thank you.

In case wrong data has been forwarded/entered on the portal,
Student/Institute may lodge their grievance through e-mail supported with
scanned copies of the documents with AICTE for resolving the issue. Help line
number 011-29581000, 011-29581333 (for portal related technical issues).

I am not sure whether this would work now since your papers for this year have been processed and you have been granted scholarship.
