College asking tuition fees for issuing TC

So I joined a paramedical course in a reputed medical college in tamilnadu after finishing my 12th…but due to health issues I’m not able to continue after 3 years and I’m dropping out ……now they’re asking for remaining tuition for releasing my tc ( which is abt 3 lakhs)…I’m not able to afford it…how can I get my tc back so that later on I can study in another college…any advice/ solution would be helpful!…..I signed a mandate during admission regarding tc saying I will return the remaining tuition fee without knowing.I don’t know what to do..I feel like my education has come to an end due to this.
