How effective is central Appealate authority in giving the answersheets in the subjects i failed in ?

I was thinking too much. I thought i could appeal only in college.I did not know that there is a second Appealate authority in central government . The college Niamt Ranchi is not giving me answer sheets of those subjects . I don’t want to give any extra supplementary. The first appealate is people of the college only. Is the appealate commisoner neutral?
