On 24th December 2025, I was issued a challan by the Delhi Police for riding without a helmet, valid Pollution Under Control Certificate (PUCC), and insurance. When I checked the Parivahan portal, I noticed two separate challans:
1. One for โน13,000 covering all three violations โ helmet, PUCC, and insurance.
2. Another for โน12,000 mentioning only PUCC and insurance.
I contacted an advocate for assistance in getting the matter settled in the upcoming Lok Adalat. He informed me that the total challan amount stands at โน25,000. When I asked for clarification, he said the second challan was generated because the vehicle I was driving is not registered in my name.
My questions are:
1. Is it true that a second challan can be issued solely because the vehicle is not registered in my name?
2. If so, why have I been fined twice for the same PUCC and insurance violations, especially when the vehicle belongs to a family member?
3. What is the maximum rebate I can expect during the Lok Adalat for the total challan amount?
