Delhi RTO Potential scam?

Hello everyone,
I have a diesel car in delhi which was registered for 15 years according to RC issued but now when i went for RC reissue the validity was automatically reduced to 10 years.
So what happens to extra 5 years for which road tax was charged by government? Can one get that refunded
Seems like a organised scam by government.

Not a scam, they are just following NGT(National Green Tribunal) order.
