OBC NCL certificate in Delhi NCT

I have been residing in Delhi for the past five years and am originally from another state. I currently hold an OBC NCL certificate issued by my home state. However, for a specific purpose, I need to obtain an OBC NCL certificate issued by the Delhi government.

I understand that the Delhi government requires proof of at least 15 years of residence to issue this certificate. Could you kindly advise if there is any possibility for me to obtain the certificate under these circumstances?

(I have heard of instances where individuals were issued the certificate without providing such proof)
