My New Delhi friend recently applied for a passport and was told by a passport officer there that she would not be able to use it to travel to Vietnam, or any country until the age of the passport had reached 6 months old. (From issuance, it seems.)

I told her that I believed it was a misunderstanding of the rule that many countries require that the passport didn’t expire within 6 months of arrival date to be able to enter many countries.

It is my understanding that an Indian passport can be used as soon as it is issued without any mandatory waiting period and can be used immediately.

        1) I read the Handbook of Passports Act and Rules (77 pages). Nothing about a 6 month mandatory waiting requirement.

        2) I’ve sent an email requesting clarification from four higher officials: Director of Passport Seva Programme, Public Grievance Officer, Legal/Policy Matters Department of PSP and Bureau of Immigration. Nobody has gotten back to me yet.

Does anyone have any opinion/experience on this and why this information was given to her? Is this six month waiting period in writing anywhere?

I am an American, so it is difficult for me to handle this from afar. Thanks so much.

Not needed everywhere but some counties and/or airlines need no objection certificate from few people (government employees ). That takes time.

Example. Flydubai needs it from all Indian citizens leaving from only Delhi. It’s automated process but might require passport to be little old to be in system.

Check for airline and exit requirements for particular country

There is no such rule. You need an expiry of greater than six months in many countries to enter. There is no minimum wait period before travel if you have the passport

Not true at least afaik. My aunt took a passport in march and went abroad for a visit in April. It was her first ever passport too.
