  Tehsildar refused to make legal heir certificate citing reason like it’s not in his power to grant them any other option.

      You have to hire a lawyer and he’ll do everything. It starts with paper publication and drum beating. If no one contests their right to assets claimed by you, courts proceeds with the procedure.
