Recover money from Apple

I was involved in Apple Gift Card scam and lost 5 lakh rupees. I immediately complained Apple. They blocked all account that redeemed those codes. They must have the money as they also blocked my friends account who was trying to help me salvage as many code as possible and was able to redeem 2 codes, 20000 total. Apple says they can’t give me back that money and despite I explained it was my friend who was helping me, they say they can’t unblock account which was blocked for scam reasons. That makes Apple certainly stealing my 20000.

Is there a legal way to ask Apple how many money they have blocked based on my complain and legally ask them to refund it to me?
