CIGARETTES AND OTHER TOBACCO PRODUCTS (PROHIBITION OF ADVERTISEMENT~ AND REGULATION OF TRADE AND COMMERCE, PRODUCTION, SUPPLY AND DISTRlBUTION) ACT, 2003 [https://ntcp.mohfw.gov.in/assets/document/Acts-Rules-Regulations/COTPA-2003-English-Version.pdf](https://ntcp.mohfw.gov.in/assets/document/Acts-Rules-Regulations/COTPA-2003-English-Version.pdf)regulates the production of tobacco products making products like cool-lip (tobacco in a pouch) legal for sale, however I am unsure of the nicotine content limit.
The import of Electronic Nicotine Delivery Systems (ENDS) such as vapes, e-cigarettes etc have been banned by many states and their import is generally banned in India.

however the Drugs & Cosmetics Act 1940 allows the use of Nicotine upto 4mg in gums, lozenges and strips, would this qualify nicotine pouches too?
And if so, why aren’t major nicotine pouch brands for sale in India (like VELO in Pakistan)
