Scammed by a Travel agency. What are my options to exercise?

As the title says, i planned an international trip with a travel agent (Trailblaze travel centures) and paid 85000 before hand.
However, during the trip i got to know they haven’t booked any of my planned activities due to a blunder made by their employee.

They accepted it and said will refund the amount and some compensation trip. Its been more than 25 days now there is no refund and are giving me reason of company loss.

I am thinking of filing a complaint on cybersecurity portal and raise a chargeback with the merchant whose portal was used to process the payment(hdfc smart vyapr hub).

If you were ever in this situation or have any bit of ide on what else i can do or how better i can do these things, please let me know.

Yes, you should file a complaint at your local police station and talk to the merchant about chargeback
