Partial dropper problem in b tech college

Please help

Hey there

I am a dropper and wanted to take a 2nd drop for jee but as it’s to risky my parents aren’t allowing it so i decided to take a partial drop
As i have made a decision to do so I heard from some online post like if I want to leave college after 1st year b tech as if my jee 2026 goes well then i need to pay whole 4 years fee is it true or
Does every college have there own policy and I have to recheck before joining college….
Or do we have any central body
I saw the rules are made my ugc ,aicte in those I saw they had only given the rules regarding refund related 30 days limit ..
But didn’t mention about after 1 year of b tech

Some college specify we have to take a” no due ”
From the respected administrative but will i be granted that no due certificate after paying 4 year fee or only the 1st year fee ?
