DL test different RTO

I have a learner drivers license from karnataka state, Can I apply for DL test in any other state/RTO?Actually because of personal emergencies I need to shift to UP(home state) from karanataka so I can not give DL test in karnataka now, what should I do in that case?Should I wait for 3 months to get this LL to get expired and then apply for a fresh LL in UP or there is a way I can use this LL to continue my DL booking in UP.
