Police not registering FIR !

Hey everyone, need some advice.yesterday I went to a police station to make a complaint about some cognizable offences but the ASI just gave me a diary number and receiving but didnt file an FIR. As per the Supreme Court if information about a cognizable offence is being shared then the police is bound to register an FIR. what I want to ask is whether I should wait or straightaway write to SP or commissioner ?
