Court Marriage in a different state possible?

Me (30) and my fiancee (30) are both residing in Mumbai for the past 2 years. We are from West Bengal.

We both applied for court marriage but it seems the court is closed on occassion of some holidays and when its open, we both cannot avail leaves. Is it possible for us to get married in Mumbai itself since I read online that it is possible. But the lawyer that we are in touch with says its not possible.
