Dustbin issue

My issue is very simple. My father has undergone some health issues. As a reason, he has to wear diapers for the time being.

Now my issue is where should I dispose of the dirty diapers.

The sanitation situation of my area is that there are 0 dustbins in my area. Everyday at morning 6 pm, the sanitation workers come and collect the days waste from each house.

What should I do in this situation? What will be the procedure, if I would want to install a dustbin for the Area’s citizen from the municipal’s behalf?

I am sorry if this issue seems childish but it is just frustrating thinking about our great country’s administration.

Also, sorry if this ain’t the appropriate sub to post this. Would be glad if you can give suggestions on this.
