        Hello everyone, I need legal advice regarding my university holding my original documents and demanding extra fees for withdrawal.

        Background:

        I took admission in a Maharashtra state-recognized university (not UGC-approved yet) in 2024 for a B.Tech program. The only reason I took admission here was because they repeatedly assured me that UGC approval would be granted soon and that it was “in process.”

        However, despite multiple follow-ups, the approval is still not granted as of today. The university does have approval from the Maharashtra Government (since it’s a SkillTech University), but it is not yet listed under UGC.

        Since I could no longer risk waiting indefinitely and missing out on other universities, I decided to withdraw. I had already paid part of the fees in two installments:

        ₹87.5K in August 2024

        ₹40K in January 2025 (this was paid after their counselor verbally assured me UGC approval would be granted in 15 days, which did not happen)

        Now, I have secured admission in another university, but my current institute is:

        1. Refusing to release my original 10th & 12th marksheets, migration certificate, and leaving certificate.

        2. Demanding ₹42,000 more (claiming I must pay the full year’s fees before they release my documents).

        Key Issues:

        1. There is no written agreement in the offer letter stating that I must pay full fees if I withdraw.

        2. I never signed any financial liability agreement binding me to pay the full year’s fees.

        3. The university misrepresented facts, claiming that UGC approval was “coming soon” when I paid the second installment, but it never happened.

        4. They also falsely advertised a NAAC A accreditation that actually belongs to a different institution under Mumbai University.

        My Questions:

        1. Can a university legally withhold my original documents for unpaid fees if there is no signed contract stating this?

        2. What is the legal process for forcing the university to release my documents without paying the remaining ₹42K?

        3. What legal steps can I take to get my documents released without paying this ₹42K?

        4. Would filing a complaint with UGC, AICTE, or Consumer Court help in this case?

        I’d appreciate any advice from people who have faced similar issues or have legal knowledge about this. Thanks in advance!

          Contact some politician and get it mediated at less price and move on. Legal process will drain soul out of you. you already said don’t want to miss on other universities. Colleges operate like mafia, don’t underestimate their power to screw you.
