Got Scammed By A B-College

I had applied for MBA programme at this college by paying 3000rs. I got selected for the interview but was rejected later after they announced that freshers are not eligible for this course and they introduced a new course for freshers. I asked them to transfer my previous application into this one but they denied and asked me to pay 3500rs again , which I did. and after a week of paying again they told me they have transferred my application also ( so now there are 2 applications in my name). Now after months , they have sent me an email saying I am rejected from both the programmes , without giving me any chance of interview as well. And I am pretty sure my application is far better than other applicants with tonnes of internship experience and good academics and have launched my own startup. One reason could be that I am a NRI student and was eligible for a scholarship, so ultimately the college would receive less money from me as compared to admitting a local student whod pay full fee.
not sure what to do next. they kept me on hold for several weeks stating that they are looking into this concern
