Isn’t it fraud or legally wrong to mention the amount lesser on document after getting more.

We bought a land of 4 cent for 480000 per cent 120000, but the amount mentioned in the document is 211500 something only also the amount they asked for the document registration is 36000 but it is mentioned that they received 14500 something only for the process.
Why are they mentioning the amount lesser than they receive from us.

Isn’t it fraud or legally wrong

Any advice on this
