Government hospital refused CT scan due to torn ration card

I am from Mumbai. I went to a government hospital for a free CT scan, as prescribed by my doctor. I showed my ration card, but they refused because the first page is torn.

I was told I must get a duplicate card, which will take time.

Is there any way I can show my ration card online or get temporary approval for urgent medical use?
