Action against flashing LED lights

What are my rights against commuters who install bright LED lights apart from headlights that disturb and distract me while driving at night? I’m talking about the LEDs that are constantly blinking/flashing without remorse from the vehicle’s driver.

If I click a picture of it with the number plate, can it be enough for submission to traffic department so that the owner can be sent an online challan?

If I have the picture, where can I upload it? How can I file the complaint?
