Electricity dues since many years

My cousin has a commerical house which he rented out to businesses. Almost 12 years ago, the renter went bankrupt so he didn’t pay the electricity bill of the property for which my cousin was the guarantor. The amount was around 2 lakhs.

Now, he hasn’t received any legal notice or payment reminders from electricity department since so many years so I was wondering if statute of limitations is applicable in this case? The electricity department was owned by state government back then but now it has become privatized. But the private company didn’t take any liabilities and those are still with the government.
