bought concert tickets from a reseller,now hes refusing to refund

so i know i should no have trusted a person online blah blah im aware,so basically i(18m) wanted to attend the travis scott concert in delhi but tickets were sold out immediately so i had to buy them from a reseller i met here itself.Now the thing is he was selling it for 10k,out of which he asked 6k advance so i paid for it,the rest amount was to be paid after i recieve the tickets as the physical tickets were coming in october.Now due to a family function, i wont be able to attend the concert so i told him and i asked for my money back which he refused and said no refund.

Can i go to the police and take legal action?
