Colleges changing rule mid year

Hey! So I am a student of GSSIPU M.A.(mass communication) , Delhi. The college has specialization in second year where you could chose from 4 options and it’s not mentioned anywhere that you can chose only on the basis of 1st semester marks, and till last year anyone could study any specialization. The mass communication branch got a new dean and he introduced a rule randomly that only 20 people per specialization on the basis of marks (because no one takes the specialization he teaches). Can anything be done? I already had a plan for advertisement but won’t be able to take it
