Need legal advice on electricity bill payment in rented pg

So what happened is yesterday me and my roommate paid the bill for our double sharing pg room in Hyderabad. The whole bill payment thing is online (on an app). When we were paying the bill there was a component of additional charge for me it was 1600 something for my friend it was 1900 something (because he started living here a few days earlier than me). So we thought that its some additional component and we paid the bill. Later, when we got the receipt for it on mail, there it was written that it was our electricity bill for the month. Mind that ~3700 for a month in a small PG room.

My question here is, is the owner entitled to charge the same rent twice from 2 person living in the same room? Shouldn’t it be divided 50-50 among both of us, how can he charge the bill twice? And even if he does, how did it not reflect on the app that it was electricity bill.

Ps: we both started living here this month only, my friend from 3 and I from 7. Thats why this has happened to us first time.
