Want to buy land from the govt near TN/Kerala border

I have a vision to build an educational institution near Kerala/TN border. There are, in my opinion, no proper farmlands in this place or people with lands that can be brought. Therefore, most of this is govt land only.

What is the process of buying this land? This seems to be a little forest but not with any elephant pass or whatever. Is there any way that I can buy this land from the government? Can i exchange, say, some 10-15 acres of this govt land with some other property?

What can be done? I don’t want any illegal ways, neither do I want to pay any bribe. All white, what can be done?
