College and university not refunding fees

In 2024 i completed my 12th and applied for uptac counselling in which I got a seat allotted in galgotias college of engineering and technology GRN (U.P.) . I paid 20k seat acceptance fee to uptac counselling ( AKTU ) and later confirmed my admission by paying remaining full fees at college itself well within due date. Due to personal reasons i decided to withdraw my admission from college and submitted a withdrawal application at college on 09/09/2024, the college accepted the application and returned my original docs and said they will refund the fees within 2 or 3 months. After 3 months i mailed the college but they didn’t reply, i mailed almost all the positions mentioned on their site and tried all the numbers but none worked. Somehow my father got their contact and called themand they said refund will be initiated by January mid.

IMPORTANT –But it didn’t , so I visited the college and they said they will refund the money by February, also they said they not refund the 20k amount as it is with university. I haven’t got the return till now.I also tried contacting AKTU for the same but nobody replied.

As per UGC 100% fees has to be refunded for any admission withdrawn before 30 september. So I reached UGC fee nivaran and they filed a complaint and addressed both AKTU and college to refund fees within 5 days. Today is the 5th day and no response or action from both parties. What should i do?
