Property Ownership transfer in Kolkata

Husband and wife bought a property in Kolkata as joint owners. Now wife wants to gift her part to the husband.

The suggestion we got from speaking to a few lawyers is to do the following 3 (in that order) –

1) Register POA (since Husband and wife lives in the USA now) – get POA signed by Indian consulate in USA before registering in India

2) Gift deed (registration tax to government: 0.5% of half of the property value – the portion wife is gifting)

3) Mutation with Municipality

Is anything else needed beyond these 3 ?

What is the typical lawyer charges to do (1), (2) and (3) above ?
