What legal action I can take against my driving school for intentionally delaying my license

I joined a driving school near my home on December 24/2024 and paid a total of ₹8k for both two-wheeler and four-wheeler license However, they delayed my Learning License (LLR) by 8 days, and now they are unnecessarily delaying my Permanent Driving License (DL) application as well.

I received my LLR on January 2, 2025, and have already completed my driving classes. However, the instructor keeps making false promises, saying, “Tomorrow for sure,” but never follows through. Despite my repeated requests, they are not processing my driving test application.

Since I urgently need my driving license for personal reasons, I asked them to either send me for the test immediately or refund my money. However, they are unwilling to return my payment or take any action. I am fed up with their repeated lies and intentional delays.
