Passport application put on hold at RPO due to “You are required to furnish clarification regarding old passport number.”

I had applied for passport a few weeks back, last week my application got put on hold in rpo. I mailed them and received a mail stating that:

“**Your application is pending at the office (Regional Passport Office, Kolkata-1). You are required to furnish clarification regarding old passport number. You ( in case of minor applicant, parents should also visit) are advised to visit this office Regional Passport Office, Kolkata with all the relevant documents in original after booking online enquiry appointment.**”

Now the thing is that, I didn’t know that I used to have a minor passport, it was in possession of my dad and he never notified my regarding it until I received the above mail.
Now what do I need to do? Will I have to pay some fine when I visit the RPO?

I don’t think it invites fine. go to RPO with all the documents and it should be resolved. keep some change like 500 x2 just in case.
