How to deal with mentally challenged heir

So we have an ancestral property which has 6 shares (3 son, 3 daughter). One of the daughter(unmarried) stays in the property alone with property document and has mental health issues of which she gets hallucinations like people selling property without her knowledge or people taken bank loans on the property, etc
She often approaches police station and files fake cases on her siblings regarding the property sale or some other theft case. Police is aware that she has hallucinations problems and has warned the siblings to treat her but she refuses to get treatment or acknowledge the issue.

Now if the property has to be sold and divided, her consent is needed. It is difficult to even get doctor certificate about her mental health as she refuses to acknowledge it. we are unable to retrieve the property document also from her place.
