In a road rash, If two people clashes, both belongs to General category and If one abuses another with caste slurs, now can that man file SC ST act against him?

This is a hypothetical situation and Nothing such happened with me.

I am just curious, I tried asking some Law Ai, and some of my law friends, but the answers were a mix. So, i am asking here now

That Person doesn’t belongs to the SC ST, but The other person used Caste slurs. Maybe not him ( the general man who was abused) but can a bahujan NGO file case against that General man?

or because the caste slurs was not used against a SC ST, The case under SC ST act can’t be filed?

If there’s a scst guy in the vicinity, he can file scst case against the 2 general persons /s
