How do I transfer property with min. stamp duty or charges

Hi,
I’m from Pune, Maharashtra.
I lost my Dad during Covid 2020. I want to transfer the property (flat) on my Mom’s name.
I’m 36(M) single and my elder brother (38) is mentally challenged.
I heard about family deed in which one can avoid stamp duty but I don’t know the exact process. And most importantly is it the best way to transfer the property?
Can someone please guide me on this.
