Rto fraud by tata dealer

I bought tata safari from my city dealer .they gave me rto fee quotation of 2.79 lakhs .but they actually paid 2.29 lakhs only by submitting a scrap car in my name but I never provided any old car to them.i bought the car at ex showroom price and I was assured of actual rto fee but when i asked for this difference..dealer says its part of business.where can i complaint this fraud?
