Need advice – property transfer

My father has an self acquired flat. He passed away without any will. I along with my mother stay at this flat. So I (son – m25) want to transfer flat in name of my mother. We want to sell this flat.

How can we proceed with it? Can this transfer be done through society. We also enquired with a realtor & he is asking for succession certificate. Is it really required, its quite expensive ? We cannot afford it.
