My parents bought an under construction flat in 2020 , we got keys to the flat a year later (promised 2023, keys handed 2024)
However we never got an occupancy certificate or registration (registration is aparantly closed state wide)
They have also charged us maintain a fee for a year in advance

We haven’t moved into the flat yet.

In Mumbai, it’s not Uncommon that builders hand over the flats without OC. So just enjoy your new house and work towards getting the OC later.
