Forced to pay electricity dues that are over 13 years old

13 years ago my dad purchased a piece of land and constructed a house. At the time of purchase of the land all the bills and taxes were paid for and we were not made aware of any pending dues. Fast forward to today just received a bill from bescom for 10k, when I enquired I was told that the previous land owner had installed a water pump and had used it 13 years ago without paying the bills. What can I do? Am I obliged to pay?

TLDR bescom is charging me 10k electricity bill for dues that my previous owner had left 13y ago.

Yes, even went to their office to enquire, they said since I own the property I should pay for it.So I ended up paying for it.
