Just got off at a delhi metro station

The customer care person was not listening to me and talking very rudely. When I said i’ll make a video he said i’ll fine you then. Can he fine me for this? He called the army personnel and he said metro station is not public but private and when you sit in metro it’s public, hence making video is not legal. And fine will be according to section, I asked which section he had no clue. It didn’t make sense to me personally. Is this true? As i was getting late I paid the fine and left. It didn’t make sense to me personally. Is this true? I have his name and badge number. I want to complain further about this. What are my options?

I was not making reels when he was not listening to me I said okay then i’ll make a video of you doing this
