NOC for Unfreeze amount

Hello, I had reported cyber crime as I was a victim of financial fraud. The accused amount got freezed but he however transferred me the money back through his other account but his main account to which i transferred is freezed and i asking for NOC , I had already withdrawn the complaint by going to PS but PS tells me that the accused should come here for this (he is not from my state), kindly advise how can I proceed to get NOC
