How do I report someone to Income Tax Department or GST Department

I want to report a person who has provided me Interior Design Service. He collected ₹ 16 lakh alone from me. I am pretty sure he is working in at least 3-4 site simultaneously. So,the point is he is definitely earning more than ₹ 20 lakh. But, this guy doesn’t have a GST number. I definitely want to report it since I am an honest taxpayer. If I am paying even though I have been earning less than him then I definitely can’t tolerate this.

Please someone give me advice. I am only have his bank account details.
