Issuing of passport while criminal case pending

Can my mother obtain a passport while a pending case of 379 against her is still ongoing? I’ve received conflicting information from lawyers, but I found online that she requires permission. The purpose of her travel is to meet her daughter (me) who lives overseas. The case began four years ago, and testimonies are currently being conducted. The police have given my parents clean chit.

I would greatly appreciate any assistance you can provide in resolving this matter.
