Need help on behalf of friend

My friend is from Bihar, which is a dry state liquor consumption or carrying is not allowed.

My friend got caught with half a bottle of beer in car by excise police.

As a result he was charged and went jail and got bail from court after spending 2 nights in jail.

This case happened 1 and half year back

Police has not filed the chargesheet yet so case is pending

Problem:

My friend is having up pcs mains exam in coming days before that he need to provide all the legal cases detail

Since chargesheet is not filed yet does he need to provide the detail of case in uppcs exam ?

Is there any way we can expedite the case so that the case can be closed ?
