Cost of filing a Writ in SC for delay in justice under Article 21

I have a long pending matter related to update of land records by local tahisildar. My lawyer filed Writ/Contempt in High Court that had passed orders 4+ times including a contempt of Court. I finally got the local Tahisildar to act after filing a Lokayukta complaint. The issue had been dragging on for nearly 30 years (in recent past – 7 years since the first HC order)

Please refer me to a SC lawyer who may take this up. Also please let me know cost of filing, hearings for getting a judgement on such matters in SC.
