If father is having foreign nationality , mother having Indian with there child born in foreign country , can they apply for Indian nationality ?

Recently I came across 2 famlies whose kids got foreign nationalities of there father (mother is Indian passport holder ) because they said the procedure was dfor acquiring Indian one was diffcult , asking lot of money and sending file to Delhi. Has anyone experience such issues ?also those who are born to Non Indian father , was there issue in acquiring Indian mationality ?
